I'm not entirely clear on the target ridership either. The major destinations in the area seem to be BCIT and the Burnaby City Hall complex, including Burnaby Village and the Shadbolt Center. This gives folks access to the latter bunch of those without any serious grades from the Central Valley Greenway. BCIT already has somewhat reasonable access from the Greenway via Willingdon.
It also allows access to the Burnaby Lake complex from the south side of Burnaby, although the grades between the central valley and the ridge along Kingsway are pretty brutal. Perhaps this is less of an obstacle in the era of electric bikes?
