I'm not sure what would be worse. That they don't understand something as basic as risk assessment studies or that they're knowingly misleading (and scaring) people in a ploy for power. I guess I'll go with the former since if it's the latter. At least that would mean they're competent strategists and correct in how easily their buys this stuff uncritically.
