They are indeed. In fact for transborder the peak year for the medium 4 wasn't even close to being 2019:
- YOW was 2012 with 775,040
- YHZ was 2011 with 409,709
- YEG was 2014 with 1,372,669
- YWG was 2008 with 482,818
