You literally cannot recall Parliament or pass legislation during an election, because Parliament doesn't exist. You can't recall it because it doesn't exist. The House of Commons ceases to exist. House committees cease to exist.
What does exist is the Caretaker Convention, which allows the routine operation of government to continue and ensure necessary business is transacted. You can read more about it
here, where there's a paragraph about COVID-19 that would largely apply to our current situation.
But things like Orders-in-Council wouldn't be allowed, generally. And there's no way to recall Parliament at all, that's not even a thing during an election.
