MoRTH’s Brief Scope: Consultancy Services for preparation of Detailed Project Report for Construction of 4/6 laned High Speed Corridor/Expressway between Mangaluru-Bengaluru passing through the State of Karnataka.

If a contract is awarded in the first half of 2025, we can expect the DPR to be finalized by 2026-end. It will then go through the motions of approval, land acquisition and other clearances – so at this time I see construction work starting no sooner than 2028.

Among these projects is the Bangalore-Mangalore corridor. 9 firms have already submitted bids to prepare a Detailed Project Report (DPR) for the construction. Project construction tentative start expected to be in 2028.

Bengaluru-Mangaluru high-speed road project set to begin in 2028

Dakshina Kannada district in-charge minister, Dinesh Gundu Rao, emphasized the urgent need for improved connectivity to Mangaluru, describing the high-speed corridor as a vital requirement for the region. "The project remains in its conceptual phase, but we are advocating for it. Currently, there is no effective connectivity between coastal Karnataka and other regions in the state. Mangaluru, along with its port, is largely isolated, hindering its potential development," he explained, adding that the existing road routes are long and challenging, and even rail and air options remain limited and costly.

Environmental and economic concerns

Gundu Rao acknowledged the environmental and financial considerations associated with the expressway but maintained that the benefits of enhanced connectivity outweigh the challenges. The Karnataka Public Works Department (PWD) will collaborate with the National Highways Authority of India (NHAI) to assist with alignment planning and land acquisition.

"The alignment of the road needs to be finalized, which includes bypass routes, financial models, and toll considerations. To support the project financially, we may even consider developing townships along the route," Gundu Rao added.

It is also worth mentioning that the Bengaluru-Mangaluru Expressway will be a joint venture between the Karnataka Public Works Department (KPWD) and the National Highways Authority of India (NHAI). Both agencies will collaborate on critical elements of the project, including road alignment and land acquisition, to ensure the timely completion of the project.

M/s KNR got the new bridge completed within three years of taking up the fresh contract. The bridge has been 386 mt long, 13.5 mt wide and is about 16 mt in height from the base of the river. It was supported by 11 pillars at an approximate distance of 38 mt each.

Mangaluru: The govt has sanctioned Rs 200 crore for the construction of a bridge between Kotepura in Ullal in Mangaluru constituency and Bolar in Mangaluru City. Considered a dream project of assembly speaker and Mangaluru MLA UT Khader, the new 600m bridge across the Nethravati River by the side of the Arabian Sea will reduce the traffic density on the National Highway-66 stretch from Thokkottu to Mangaluru.

Additionally, the cabinet meeting held on Dec 6 also decided to grant administrative approval for the construction of a bridge across the Nethravati River between Sajipanadu and Tumbe villages in Bantwal taluk of Dakshina Kannada district, at an estimated cost of Rs 60 crore, the minister said.

To another query of the MP regarding the current status of the two-laning work of NH-73 from Ujire to Periyashanthi via Dharmasthala, including the removal of dangerous hairpin curves, the minister informed that the work of widening to two lanes with a paved shoulder has been sanctioned for an amount of Rs 613.6 crore on Jan 9 and the same is in the bidding stage.

On the current status of Mangaluru-Tumakuru NH-73 between Charmadi village and hairpin curve 9 of Charmadi Ghat, the minister informed that the work of widening to two lanes with a paved shoulder from 75km to 86.2km (Charmadi Ghat) has been sanctioned for an amount of Rs 343.7 crore on Jan 19 and awarded to the contractor on Oct 25.

The work of improvement and upgradation of the balance stretch from 86.2km to 99.2km (Charmadi Ghat) of NH-73 has been included in the annual plan 2024-25, he stated.

A major project involves building a new bridge parallel to the Nethravati bridge, connecting Kotepura in Ullal with Bolar in Mangaluru city. Estimated to cost ₹200 crore, the 1.5 km-long bridge will be one of the region’s longest. ಕುಡುಪು ದೇಗುಲದ ಮುಂಭಾಗದಲ್ಲಿ ಹೆದ್ದಾರಿಯು ಎತ್ತರವಾಗಿ ನಿರ್ಮಾಣವಾಗುವ ಕಾರಣದಿಂದ ಮುಖ್ಯ ರಸ್ತೆಯಿಂದ ಕುಡುಪು ದೇವಾಲಯ ಕಡೆಗೆ ಹೋಗಲು ಅಂಡರ್ಪಾಸ್ ಅಗತ್ಯ ಎಂಬುದನ್ನು ಮನಗಂಡು ಈ ಯೋಚನೆ ಮಾಡಲಾಗಿದೆ. ದೇವಸ್ಥಾನದ ಸಮೀಪದ ಹಳೆಯ ಮಾರ್ಗ ಇರುವಲ್ಲಿ ಅಂಡರ್ಪಾಸ್ ನಿರ್ಮಾಣವಾಗಲಿದ್ದು, ಹೆದ್ದಾರಿಯ ಎರಡೂ ಕಡೆಯಲ್ಲಿಯೂ ಸರ್ವಿಸ್ ರಸ್ತೆ ನಿರ್ಮಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ. ಅಂಡರ್ಪಾಸ್ ಹಾಗೂ ಸರ್ವಿಸ್ ರಸ್ತೆಯಿಂದ ಸ್ಥಳೀಯ ಕೆಲವು ಒಳರಸ್ತೆಗಳಿಗೆ ಸಂಪರ್ಕ ಕಲ್ಪಿಸಲು ಅನುಕೂಲವಾಗಲಿದೆ.

– ಉಪ್ಪಿನಂಗಡಿಯಲ್ಲಿ ಕುಮಾರಧಾರಾ ನದಿಗೆ 3 ಸೇತುವೆಗಳು. ನೇತ್ರಾವತಿ ನದಿಗೆ 1 ಸೇತುವೆ.

Referring to an allegation by Harish Poonja, Belthangady MLA, that a construction agency was delaying the Charmadi Ghat widening project, the Minister said that it will be discussed in the meeting of officials in Bengaluru on Friday.

An official from the national highways division of PWD said the construction agency was presently doing a survey of the project. The agency bagged the contract by quoting ₹180 crore, which was 40% below the estimated project cost.

In the Friday meeting, the Minister said he will discuss with NHAI officials about the proposed tunnelling project on Shiradi Ghat and progress of the ongoing Adda Hole- B.C. Road four-lane project.

Okay. Currently there are problems due to landslide & other hindrances. Hence there is increase in travel time. But what is the guarantee that these issues will not be there in new express way? If they have a solution to these issues then why can't implement it in NH-75 also?

We have emphasized on preventing landslides in some places, especially during the rainy season, including the big mistake. Due to the unscientific actions and mistakes of those who acquired land in the past, the hills were cut directly, which has led to landslides in some places. To prevent this, more land needs to be acquired to cut the hills in a sloping manner. Before that, compensation needs to be given to the coffee plants and trees. He said that he has instructed to immediately take action and prepare a report on how many meters of land are needed.

So, NH-75 travel time will be restored back to 7 hrs soon.

Karnataka Maritime Board proposes to build international cruise and tourism port in Mangaluru

The project is also being explored for assistance from Sagarmala scheme of the Union government, he said adding that global tender will be invited to take up the project under the public-private partnership (PPP) model.

Maritime museum

The CEO said that the board will construct Karnataka Maritime Museum in Mangaluru on 1.5 acres of land near Hoigebazar Light House under the PPP model.

The civil works of the project is estimated to cost ₹6.7 crore. The collation and management will be done by a private party. The museum will also have a restaurant. Once ready, the museum can be kept open from 9 a.m. to 10 p.m.

Mr. Raipura said that Mangaluru (Netravathi river) is among four locations in Karnataka identified for taking up waterdrome project.

Mr. Raipura said that the 10th meeting of Karnataka Maritime Board has approved Mangaluru water metro project which is expected to cost ₹180 crore.

Water transport initiatives

... The Water Metro will include 17 jetties, 10 boats, and 20 buses for last-mile connectivity. The operations and maintenance will be by a private entity, enhancing services for shore-to-shore transportation, daily commuting, tourism, and regional development.

In its second phase, the project will link Swarna, Netravathi, and Gurpura rivers, further strengthening coastal connectivity. KMB is also working towards a dedicated Lakshadweep jetty in Mangaluru.

Further, to position Mangaluru as a hub for international cruise tourism, KMB proposed to develop an international cruise terminal in Someshwara, with an 18m draft. The pre-feasibility report has been prepared. Based on the recommendations as given in the PFR, necessary technical studies shall shortly be undertaken for preperation of DPR. The estimated project cost is Rs 3,400 crore, said CEO Jayaram Raipura.

Which would be the ideal location for LNG terminal as setting up it in NMPT has been found non-feasible? Padubidri in Udupi as it is expected to undergo rapid industrialization compared to Ullal?

If Karnataka develops feeder corridor to IMEC through Mangaluru then developing container terminals at both Ullal & Padubidri may be useful.

By the way, Jindal has got container terminal at NMPT. Hence Adani may show more interest in Padubidri port development if planned. Padubidri has also about 600-700 acres readily available land may be reserved for Green Hydrogen projects.

Whither M’luru water metro?

Mangaluru water metro: A public transport solution or a misguided plan?

If they develop tourism attractions before commencing water metro then it will definitely survive. Though a few waterfront resorts & apartments are coming up now we require more for better performance of water metro. Question is whether water metro is first or tourism, sports & recreational facilities first. If the government is able to run watermetro for a few years without worrying about profit then definitely tourism infrastructures will also happen. In the beginning itself if the government asks private companies to run catamaran boats then there is an issue.

If rail metro can save travel time then even water metro can.

Last mile connectivity issue is even faced by rail metro (MRT). For proper last mile connectivity, bus timings have to coincide with watermetro timings. Just 20 buses may not be enough. All bus routes ending in nearby busstops have to be extended upto water metro stations on both sides of the rivers. For example, a few buses from State Bank bus stop have to run up to old port. This will help passengers from important locations like Jyothi, Hampankatta move to old port & catch water metro. Similarly a few of Mangaladevi buses can be extended to Bolar sea face or Hoige Bazar or both.

How many tourism & recreational facilities are planned now? What are the tourism & recreational facilities available at walkable distance from each water metro station? Let us hope that maritime museum planned at Hoigebazar Light House is at a walkable distance from water metro station planned there. As part of waterfront development I think a few urban plazas are also planned. The urban plazas can also be used for musical & theatrical performaces (like amphitheatres), art exhibitions etc. Other things are as mentioned below.

The project intends to develop waterfront as an active recreational and commercial area with waterfront gardens, parks, pedestrian-friendly walkways, bicycle track, board walks, nature park, adventure sports etc. Overall vision also aims to create a working waterfront with modernizing the existing fishing harbor and retrofitting the old port area with tourism activities.

Mangaluru Smart City Limited - Waterfront Development

Promenade development is one of the key features of the project. It includes setting up a biodiversity park and creation of a bird-watching area near the Netravati railway bridge, building a pathway of 6 m width for a stretch of 2.1 km and laying a cycle track of 3 m width from the bridge to Bolar sea face. The other facilities to be created include establishing an outdoor gym, creating a cycle stand and a buggy point for the introduction of buggies, setting up of play area for children, a pet park, and developing a park with seating arrangements and landscaping.

In addition, there will be a ghat to enable the visitors to touch the water. A boardwalk facility will be created inside the waters at the South Point. It will have a boat making experience yard. The entry and exit plaza will be built near the Netravati bridge. There will be decks, kiosks for shops, ticket counter, security, washrooms, and other public amenities. A sewage treatment plant too will be constructed. The treated water will be used for watering parks and gardens.

Suppose DK MP finalizes a site for IT Startup Hub then what is the possibility of District-In-Charge minister claiming protocol violation & identifying another 25 acres site? Is SBP/TiE team fully geared up to tackle such a situation & come up with a plan for 50 acres itself? I think Finance Minister is worried about project delays in DK due to land acquisition issues. Plastic Park + CIPET, NH-75, NH-169, NH-73 all are facing land acquisition delays. Question may be why DK politicians are unable to handle these issues? Suppose DK MP & District-In-Charge minister together approach the minister with 25+25 acres readily available land & plan then I think the minister will be very happy & saction IBRT immediately. In the mean time if the Former Chief Minister & Union Minister also approaches the union finance department with another 25 acres readily available land details for NLSIU then it will also be sanctioned immediately. Even NLSIU land can be nearby to encourage better collaboration between Legal Processing startups & it.

I think even in case of space allocation for statups at Central Market & Kankanady Market both Mangaluru South MLA and District-In-Charge minister can follow same principle and identify 1000 sqft space separately each. Funds for IT infrastructure development can be arranged by Mangalur Smart City itself by adding the cost to the building cost.

Are there any one working on ಅತ್ತಿ or cluster fig based products? I think it can be developed as a meat substitute for vegans like jackfruit because of its texture. We need research on how to cook various meat-substitute foodstuffs including western & eastern ones using figs. There could be three varieties of dry figs namely immature, mature but green without taste and fully ripe sweet ones. Half-matured green figs (tasteless ones just before becoming fully ripe) could be cut into noodle strips. Flour could also be manufactured from dried figs. And figs could also be packed with brine solution like jackfruit. Along with this we need research on how to grow figs year-round. By the way, fig pickles are quite popular now a days.

Inspection done for software park in M’luru

Following a request by Mangalore City North MLA Y Bharath Shetty, an inspection was carried out regarding the proposed Keonics Software Park near Blue Berry Hills within Mangaluru City Corporation (MCC) limits on Saturday. The inspection was led by the MLA, accompanied by Keonics chairman Sharath Kumar Bache Gowda and other officials. Discussions were also held on road widening in the area to support the upcoming development.

Whether KEONICS Global Technology Centre (GTC) is a separate project than IT Park? Why didn't Mangalore City South MLA showed them probable 25 acres land for Global Technology Center or IT Startup Hub? I think GTC will have IT Startups, boardroom, meeting rooms, auditorium, parking space, bus bays, cafeteria, shopping mall, recreation space. Similar facilities may be coming up in aerocity also. Even some builders like MRG (GolfFinch City), Rohan may also be planning to create such facilities. But these facilities may also be provided in a single building called IT Park. Coworking spaces also provide similar but limited facilities like meeting rooms.

By the way, as mentioned earlier, another 25+25 acres can also be identified for Intitute for Development and Research in Banking Technology (IDRBT) & NLSIU nearby.

ಹೀಗಾಗಿ ಪ್ರಧಾನಮಂತ್ರಿಗಳ ದೂರದೃಷ್ಠಿಯ ಹೇಳಿಕೆಯನ್ನು ಸಾಕಾರಗೊಳಿಸುವ ಮಹತ್ತರ ಜವಾಬ್ದಾರಿ ರೈಲು ಮತ್ತು ಮತ್ತು ಪ್ರವಾಸೋದ್ಯಮ ಇಲಾಖೆಗಳ ಮೇಲಿದೆ. ಆದುದರಿಮದ ವಿಶ್ವದ ಯುನೆಸ್ಕೋ ಪಾರಂಪರಿಕ ತಾಣವಾದ ಹಂಪಿಯಿಂದ ರಾಜ್ಯದ ಇತರ ಪ್ರವಾಸಿ ತಾಣಗಳಾದ ಹಾಸನ, ಹಳೆಬೀಡು, ಬೇಲೂರು, ಶ್ರವಣಬೆಳಗೊಳ, ಕುಕ್ಕೆ ಸುಬ್ರಮಣ್ಯ, ಧರ್ಮಸ್ಥಳ ಹಾಗೂ ಶೈಕ್ಷಣಿಕ ಮತ್ತು ಬೃಹತ್ ಆಸ್ಪತ್ರೆ ಕೇಂದ್ರಗಳಾದ ಉಡುಪಿ-ಮಂಗಳೂರಿಗೆ ನೇರ ರೈಲು ಆರಂಭಿಸಬೇಕು.

ಇದರಿಂದ ನಮ್ಮ ರಾಜ್ಯದಲ್ಲಿ ಪ್ರವಾಸೋದ್ಯಮ ಮತ್ತು ಆರ್ಥಿಕ ಚಟುವಟಿಕೆಗಳು ಹೆಚ್ಚಾಗಿ ಉದ್ಯೋಗ ಅವಕಾಶಗಳು ಸೃಷ್ಟಿಯಾಗುತ್ತವೆ. ಅಲ್ಲದೇ ಕಲ್ಯಾಣ ಕರ್ನಾಟಕ ಹೆಬ್ಬಾಗಿಲಿನಂತಿರುವ ವಿಜಯನಗರ ಜಿಲ್ಲೆ ಮತ್ತು ಕಲ್ಯಾಣ ಕರ್ನಾಟಕದಿಂದ ಬಂದರು ನಗರ ಮಂಗಳೂರಿಗೆ ನೇರ ಸಂಪರ್ಕ ದೊರೆತು, ವ್ಯಾಪಾರ ವಹಿವಾಟುಗಳು ವೃದ್ಧಿಯಾಗುತ್ತವೆ ಎಂದು ಮನವಿ ಸಲ್ಲಿಸಿದ್ದಾರೆ.

The officials said that the detailed project report (DPR) for the Mangaluru Central Railway Station redevelopment work has been prepared and will be submitted to the Railway through the headquarters. An additional stabling line will be provided at the Mangaluru Central railway station and the work will be executed during the year. The new stabling line will reduce the movement of rakes to Bunder via Pandeshwar level crossing in the city.

Further, the officer said that once the Goods shed at Ullal becomes fully functional, the Goods shed at Bunder will be closed fully. Customers are also using the facility at Panambur. The MP directed officials to prepare a concrete plan to shift the goods shed in Bunder to Ullal and Panambur permanently.

On Pandeshwar level crossing, the officials said that there is no feasibility for RuB. MCC executive engineer Naresh Shenoy said that the NITK, Surathkal has been asked to conduct a feasibility report for RoB. The NITK has sought a survey report on the 500 metres radius of the area including water -level in the drains. MLA D Vedavyasa Kamath and MP Capt Chowta asked the MCC to submit the available data to the NITK, to prepare a feasibility study.

Does Ro-Ro (Roll-on/Roll-off) services mean carrying cars, bicycles etc in metro trains from Mangaluru to Udupi & vice versa?

If this metro passes through airport then they might have planned the track mostly along the current railway track with a little bit deviation to include cities along NH-66 in Udupi. In that case, first stage could be like the one below in green.

ಅಶೋಕ್ ರೈ ಪ್ರತಿಕ್ರಿಯಿಸಿ ರಾಜ್ಯ –ಕೇಂದ್ರ ಸರಕಾರ ಎಂದು ಹೊಣೆ ವಹಿಸಿಕೊಳ್ಳುವುದು ಸರಿಯಲ್ಲ. ಜೀವದ ಪ್ರಶ್ನೆಯಾಗಿದ್ದು ಮತ್ತೊಮ್ಮೆ ಅಪಘಾತಕ್ಕೆ ಹಾದಿ ಮಾಡಿಕೊಡಬೇಡಿ. ಅದಕ್ಕೇನು ಆಗಬೇಕೋ ಅದನ್ನು ಮಾಡಿ ಎಂದು ವಿನಂತಿಸಿದರು. ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿದ ಸಚಿವ ಪಾಟೀಲ್, ಪಿಪಿಪಿ ಅಂದ ಮೇಲೆ ಕಂಪನಿಯವರೇ ಹಣ ಭರಿಸಬೇಕು, ಅವಶ್ಯಕತೆ ಬಿದ್ದರೆ ಕೇಂದ್ರ ಸರಕಾರದ ಜೊತೆ ಮಾತುಕತೆ ಮಾಡುತ್ತೇವೆ. ಈಗಾಗಲೇ ಮಂಗಳೂರು ನಿಲ್ದಾಣವನ್ನು 50 ವರ್ಷಕ್ಕೆ ಲೀಸಿಗೆ ಕೊಟ್ಟಿದ್ದಾರೆ. ನಾವು ನೂರಾರು ಕೋಟಿ ಹಾಕಿ ವಿಮಾನ ನಿಲ್ದಾಣ ಮಾಡಿ ಖಾಸಗಿಯವರಿಗೆ ಕೊಡುವುದೇ ಆಗಿದೆ. ಶಿವಮೊಗ್ಗ, ಹುಬ್ಬಳ್ಳಿಯನ್ನು ಗುತ್ತಿಗೆ ಕೊಟ್ಟಿಲ್ಲ. ಆದರೆ ರೆಡಿ ಮಾಡಿ ಇರಿಸಿದ್ದೇವೆ. ಈಗ ಕೇಂದ್ರ ಸರಕಾರ ಮಾನಿಟೈಸೇಶನ್ ಆಫ್ ಏರ್ಪೋರ್ಟ್ ಅಂತ ಹೊಸ ರೂಲ್ಸ್ ತಂದಿದೆ. ನಾವು ಲ್ಯಾಂಡ್ ಕೊಟ್ಟಿದ್ದೇವೆ, ನಿರ್ವಹಣೆಗೆ ಮತ್ತೆ ಹಣ ಕೊಡಬೇಕಾದ ಸ್ಥಿತಿಯಿದೆ. ಇದಕ್ಕಾಗಿ ಹೇಳ್ತಾ ಇರೋದು, ಅಲ್ಲಿ ಭೂಮಿ ಬಿಟ್ಟು ಕೊಡುತ್ತೇವೆ. ಅದರ ಹಣವನ್ನು ಕಂಪನಿಯವರೇ ಭರಿಸಲಿ, 50 ಕೋಟಿ ಕೊಡುವುದು ಮಾಡಲಿ ಎಂದು ಹೇಳಿದರು.

Adani has to expand Airport Terminal and hand over it to the government after 50 years. And also they have to develop Aerocity. Put pressure on these things instead of runway extension. Otherwise ask Adani to spend its CSR fund for this & donate the land to the government after the lease period.

As far as airport management is concerned, when did any government (state or center) pay money to Adani group? I have not seen any news report on this. On contrary - AAI set to receive Rs 2,800 crore from Adani group towards payments linked to privatised airports.

Research takes a backseat at Mangalore University!

Declining research projects

Between 1990 and 2015, Mangalore University focused extensively on higher studies and research. However, recent years have witnessed a sharp decline in research activities.

A review of various university departments reveals the downturn. Previously, several departments had undertaken numerous research projects in collaboration with reputed institutions. However, ongoing research projects are now limited to just a handful.

The Economics department had a strong research presence in the 2000s, with projects funded by Corporation Bank, UGC, the State Social Welfare Department, and other organizations. Studies on MRPL workers’ financial conditions, SC/ST hostel management in Mangalore, Udupi, and Kodagu, contributions of NGOs to development, and microfinance activities were among the key projects completed. Between 2000 and 2015, there was no shortage of research initiatives. However, since 2019, only one project has been undertaken.

Similarly, the Political Science department had executed three research projects between 2010 and 2015 with funding from the European Commission and Indo-European study programs. At present, there are no active projects. The Mass Communication and Journalism (MCJ) department has not received any research projects since 2009-10.

The Kannada department, which previously conducted research on coastal culture, traditions, and movements, currently has only one ongoing project, initiated in 2016. The English department had earlier collaborated with institutions in Switzerland, Brazil, and South Africa for research, but at present, only one project is active.

The Life Sciences department had conducted extensive research in partnership with the Ministry of Environment, Nuclear Power Corporation, BRNS, Indian Council of Agricultural Research, and AICTE. Currently, only two projects are active. The Computer Science department has no available data on ongoing research, while the Biochemistry department has just one project in progress. The Marine Geology department, once renowned for its studies on coastal erosion, is now engaged in only a single project.

The Chemistry department, one of the university’s most reputed divisions, had previously undertaken multiple research projects with support from DST, UGC, BRNS, and the Nuclear Power Corporation of India. However, as per available data, no active research is currently underway in the department.

The Physics department, which had established collaborations with DRDO, DST-SERB, and CSIR for studies on nuclear radiation, polymer electrolytes, and nanomaterials, has also seen a decline. Prestigious partnerships with Bhabha Atomic Research Centre (BARC) and Kalpakkam IGCAR were once a major strength, but there has been no significant research reported since 2021.

DST lab remains underutilized

To promote scientific excellence, the Government of India’s Department of Science and Technology (DST) had sanctioned Rs 9 crore to establish the DST-PURSE lab at the university. Between 2014 and 2020, the lab was actively used for various research projects. However, its second phase of funding is still in process, leaving research activity at a standstill.

Biosciences department remains active

Among all the science departments, the Biosciences division continues to thrive in research. Since 2015, it has undertaken five research projects with funding from UGC, BRNS, Pilikula Nisargadhama, and the DBT Ramalingaswami Fellowship.

The Botany department, once engaged in research on conservation, Western Ghats flora, plant-microbe interactions, and ethnobotanical studies, had received grants from the Malaysian government, Karnataka Power Corporation, DST, KIOCL, and the State Biodiversity Board. However, most of these projects were completed by 2020, and only one remains active.

The overall decline in research at Mangalore University is a cause for concern. With financial instability hampering academic progress, experts stress the need for immediate intervention to revive research culture at the institution.

Sea=MC² is a collective effort of fisheries professionals in Mangaluru and stakeholders from the five coastal states sharing the Arabian Sea. The committee aims to raise Rs 5 crore through crowdfunding for the fisheries research vessel.

"Talks are underway with Cochin Shipyard to build a custom-designed vessel capable of operating within 12 nautical miles. The research vessel will support studies on stock assessment, marine pollution, and other issues linked to common property resources," he said.

KUIDFC officials informed the council that out of the targeted 1,288.8 km of pipeline to be laid under the Rs 792.4-crore Jalasiri project, only 730.2 km has been completed, leaving 548 km of work pending. The project, which was to be completed by May 2024, is progressing at a snail’s pace.

Officials revealed that approximately 37 km of major pipeline and distribution network work in areas under the National Highways Authority of India (NHAI) jurisdiction remains incomplete due to pending approvals.

The report said that of the ₹821.97 crore project, the construction cost has been revised to ₹617.22 crore and ₹204.75 crore has been set aside for operation and maintenance of the infrastructure facilities created under the project for eight years.

Of 19 over head tanks (OHTs) to be built, civil works of 10 OHTs completed and structural works of five OHTs are under progress and four OHTs are yet to be built.

In addition, construction of a 125 MLD capacity water treatment plant has just begun (with 6% progress) at Adyar.

The financial progress so far was at ₹307.45 crore.
