They are temporary - just for construction:

When tunneling projects are completed, the lights are easily removed and stored for the next project.

More from the project twitter:

Did you know that Broadway-City Hall will have 4 levels instead of 3? That's because of this Canada Line platform level.
On this level, passengers can reach the Canada Line northbound platform, go up to the station entrance (left) or down to the Millennium Line (right).

Here, geotechnical engineers survey the end of the tunnels at Arbutus Station.
Using a tape extensometer, they measure the precise distance between fixed points in the tunnel, which can detect changes in tunnel alignment. This ensures that the tunnels are constructed safely.

There were 90 on February 27th.

And importantly does the lead engineer go "Vroom! Vroom! Beep! Beep!" when they move it around the site?

Here’s a look at the platform level of Mount Pleasant Station. Up above, we can see that the concourse-level floor at this station has been completed.
Do you see the gaps in the concourse-level floor? Stairs, escalators and elevators will be installed in these gaps.

This must be to the newer office building at Oak and Broadway:

This tunnel is for the emergency exit at Oak-VGH Station, and connects to stairs in a neighbouring building.
Before the building was built, the @CityofVancouver worked to reserve space for the exit. This early coordination helped integrate the new SkyTrain Station efficiently.

I get that reference.
Actuallly I saw a concrete truck about this size in Japan. Looked like it was built on a Kei platform. It drove by faster than I could take a photo (and it looked different than this) but it was the cutest thing.

Absolutely amazing watching it all come together. Wonder if they'll do an open house like they did back when the M line was being built?
