Offsetting that, at first blush it's going to be a significant reduction in traffic flow efficiency, specifically those vehicles exiting Broadway Bridge onto 4th Avenue northbound. That's currently a freeflow, as the curb lane coming down the bridge never has a red light. In this new configuration that traffic will come to a full stop when the light is red and slow down significantly to make a 90 degree right turn when the light is green.
I can see your point about walkability, though. I believe that pedestrians currently have no safe at-grade crossing to get from 19th street the east side of 4th Avenue.
As a driver, I find the current configuration works well, other than for drivers that don't know what to do when going from 4th Avenue southbound onto Broadway Bridge. Or from 19th street eastbound onto 4th Avenue northbound. Ok, I gotta admit there are probably a lot of drivers confused there. But it will still suck for those coming off Broadway onto 4th.
This is all based on me interpreting the above layout correctly, assuming the direct route from the bridge to 4th disappears.
