Highways are roads like the Lougheed highway which has intersecting roads and access to private property. This necessitates the use of intersection controls like traffic lights. Sometimes they're rural like Lougheed between Agassiz and Hope, and sometimes they're urban like Kingsway (Highway 1A) or Granville Street (Highway 99) in Vancouver.
Freeways are limited-access roads with on and off ramps instead of intersections, which means no traffic control signals that impede the flow of vehicles.
