The Upper Levels still had traffic lights until the 90s. I remember them building the last interchanges when I was a kid then.

It’s a road that’s stuck in a bizarre realm between a highway and a freeway. With stupid mixes of interchanges and traffic lights while largely being (or entirely) controlled access outside of said intersections (uses side roads and has no direct business access)

The 17 in Victoria is perhaps the poster child of this. It’s a freeway with interchanges, then freeway like with frontage roads but traffic lights instead of interchanges, then freeway again with interchanges, then a highway that even has direct business and residential access, then freeway again with interchanges. BC highways changing designation every few KM are a nightmare for anyone with OCD tendencies.

The SFPR is now almost a complete freeway between where it separates from the 17A all the way to the Pattullo Bridge… except for one traffic light right in the middle! Classic BC.

That's basically how all our freeways come to be. Building a freeway off the bat is semi-controversial, with a chunk of people hating freeways. So, build a beefy highway with some controlled intersections first, and slowly build it into a freeway over time.

Even Hwy1(formerly 401) had lights at one point.

I think the cost to do a fully separated interchange probably has a lot to do with highways that are "underbuilt". I mean there's a few bypasses/sections that can be added to the network but there's probably no room to silently sneak in a beefy highway let alone a freeway.

It's just semantics really. They have different meanings depending on the context often overlapping with each other.

A highway is any road designated at such. In a official legal meaning it is any public roadway that falls under the Provincial Highways Act.

A freeway is a limited entry, divided highway with interchanges, no intersections.
Expressway isn't really a term used here, but some people still use it, it generally means a short freeway type highway that connects other freeways.

Highways are roads like the Lougheed highway which has intersecting roads and access to private property. This necessitates the use of intersection controls like traffic lights. Sometimes they're rural like Lougheed between Agassiz and Hope, and sometimes they're urban like Kingsway (Highway 1A) or Granville Street (Highway 99) in Vancouver.

Freeways are limited-access roads with on and off ramps instead of intersections, which means no traffic control signals that impede the flow of vehicles.

So it looks like the 264th interchange design has been changed completely to a diverging diamond. My only question, is how does the 264th southbound traffic access Highway 1 westbound??

It looks to me like 264th southbound traffic would turn right from 264th onto 56th, much like today, drive past the new bus loop and merge into the new westbound onramp carrying vehicles that came from 264th northbound.

Nice! That makes for two diverging diamonds in this phase, assuming the Hwy 11 Interchange isn't changed from the existing plan.
