It’s a road that’s stuck in a bizarre realm between a highway and a freeway. With stupid mixes of interchanges and traffic lights while largely being (or entirely) controlled access outside of said intersections (uses side roads and has no direct business access)
The 17 in Victoria is perhaps the poster child of this. It’s a freeway with interchanges, then freeway like with frontage roads but traffic lights instead of interchanges, then freeway again with interchanges, then a highway that even has direct business and residential access, then freeway again with interchanges. BC highways changing designation every few KM are a nightmare for anyone with OCD tendencies.
The SFPR is now almost a complete freeway between where it separates from the 17A all the way to the Pattullo Bridge… except for one traffic light right in the middle! Classic BC.
