The problem with congestion on the bridges is they have
no emergency lane/shoulder that a modern bridge would have.
Ambulances have to cross the bridges and I've witness first hand how ridiculously slow it is for an EHS ambulance with lights and sirens in bumper to bumper traffic (both directions) as vehicles have no shoulder to move over.
