Agree with your last point we probably wouldn't get the kind of people who applied the first time again but North America wide transit is becoming like police where you have 2.5 strikes against you for leadership if you are white freeing up some highly qualified candidates.

If the city hired a white guy with the exact same experience as her - with the exact same job performance - what would you complain about then? Huh?
