I haven't figured out why cities don't put these people to work cleaning up their messes and other litter around the cities. When I was a kid and we would be on family vacations around the country, we would see prisoners picking up trash along the highways.

I've asked people why they are so down on hard working, tax paying immigrants, yet rarely raise hell about homeless, most of whom don't want to work, want to live on the streets, and don't clean up after themselves.

How do you force people to work that don't want to? Also who would enforce and monitor them?
