There's a difference between people sleeping on the street as the least bad option, and people preferring to sleep on the street. Nobody would voluntarily sleep on the street if given a choice. Sleeping on the street is clearly the least bad option for these people. So if you want to get rid of tent cities on the west coast give them better options.
