Did you look at what the time would have been to simply stay on the 401 to the 407 east of Milton? If that other route was quicker, I bet it was only by a minute or 2. You may have had a bit of a slowdown on the 401 through Kitchener, depending on the time of day (I've seen the time clock at Woodstock say 50 minutes around 330pm to Highway 6, which is about 65km from that sign), but usually it flows along pretty nice and the 403 is no picnic with the single lane construction east of the 401 either.
