Years ago francophones (catholic or not) in the west end of Ottawa sent their kids to Champlain HS. Catholic parents and their school board eventually petitioned the provincial government for funding for a French catholic high school which turned out to be CC Franco-Ouest.
Franco-Ouest started in surplus elementary school on Meadowlands with grades 7, 8, and 9 for one year. Then Champlain and Franco-Ouest moved into the old Sir John A MacDonald school on Draper - a shared arrangement which was very bizarre. That lasted about 2-3 years then Champlain closed for good. Franco-Ouest and St. Paul's swapped buildings in the mid-90s and that's where things are today.
There was some shifting of the boundaries in the public board - some students went to De La Salle downtown (like me) and others to Omer-Deslauriers in south Nepean.
Why all the duplication? Going to a Catholic school doesn't really mean much anymore in terms of religion because they can't really turn anyone away so what's the point?
