The City is responsible for fixing up the roads. The property owners are responsible for the walls. Every so often the City has to sue an owner who fails to remove grafitti or tagging.

is this area in particular public land? i always thought it was private with an easement/RoW through it. though i dont know the area that well.

The ones most seen by pedestrians would be those in front of the Opus Hotel. They just upgraded the planting areas last year.

Ultimately, the City is still responsible for everything. If they don't enforce the bylaws, the City would be a messier place.

This is a perfect example of a lot that looked too small to accommodate this, I walked by all the time and seeing it as just parking, it was hard to visualize the form. Certainly is a dense use of the site, nice to see it taking shape!
