Originally development was going to be phased far more than it is now. The decision to demolish the entire mall came later, but initially plans showed the mall being redeveloped in phases, with some of the retail continuing to operate. As recently as 2020 it was expected that
The Bay would continue to operate while the mall was being rebuilt. Covid
changed that decision in 2021.
