i would say 8 months of the year is rain/wind/damp/cold. then for 2 months its so hot in the summer its unpleasant to be out. i guess we are in the minority.

im certainly not sold on it either.

really? even during a rain/wind storm? carrying things in that? or having to dodge the vagrants and beggars? or in the summer when its 35degC out and there's almost no shade walking in a concrete jungle?
malls are private, so can keep the vagrants out. HVAC keeps it comfortable all year round. the structure keeps the rain/wind/snow off you. theres places to sit and talk to people. im not sitting on a bench on the street in the middle of a rain storm. you dont need to worry about all the vagrants using the bench as a bathroom either. i dont need to step over the overdosing vagrants sprawled across the sidewalk.
ban surface parking, force it underground. build the mall with tons of large skylights/natural light. turn the roof into a green roof with the residential towers above.
our city lacks places to go, without having to pay, for like 8 months of the year. malls allow for that. can go window shopping in bad weather. can just sit and chill. i always liked the water features in Oakridge. and with these hot summers we are getting now, those are brutal. and people claim climate change will make that worse. so i guess we can just force everyone into heat stroke when its 35+degC. theres a reason why people in AZ, TX, etc. drive everywhere and its called A/C.

who wants to walk in UV index 9, 15min sunburn, sweaty hell. i dont.
