The famous
11-foot-8 Bridge did that because of chronic collisions. Ultimately they couldn't stop the stupid after adding new signage, new signals and a flashing warning sign so they spent millions raising the bridge and regrading the railway.
I put the blame on the MOT/ICBC for being too light-handed on commercial drivers. Signage, over-height detection equipment and crash bars only works so well but it all costs money that technically should not need to be spent because the topic of "Knowing your Load" is part of the test for becoming a commercial driver. The rest comes down on the absolute lack of reprimand for drivers and trucking companies who don't care because whatever, insurance will cover it.
Grimly put, unruly operators are disposable compared to the cost of repairs and replacement of road infrastructure.
