Perhaps they just have to switch to a different excavation method?
Or if they have eliminated a few levels of parking - is it because there are much lower parking minimums for rentals vs condos?
Nothing stands out to me here Part 4 - Parking, Queuing and Loading Provisions (Sections 100 to 114) but, i'm a banker and not an expert in this stuff so >shrug<
I recall reading somewhere that when it switched to rentals, it was switching to only 2 levels of underground parking-- which seems in line with what is there right now. Not sure if this was from the HCA, or an info piece.
I checked out the site Friday while out cycling. From what I saw they are adding more horizontal steel beams with tie backs and diagonal support beams in the corners. An excavator was still in the hole and a tie back drilling machine. I would suspect that once the steel work and tie backs are completed excavation will continue.

Bill didn't care what the building he lives in looked like, but the buildings he'll be starring at...
Like Harley mentioned, this will be prominently featured in Bill's view so it better be good! I expect, once it tops out, that they will erect some kind of energy conduit on top of each tower to channel Claridge's evil power across the city. I envision something like this:
