I personally love it and think it'd be a travesty to tear it down for no reason given its small footprint in the park.
I'm a Legoretta fan, but Pershing Square just does not work. This isn't an architectural critique--it's an observation. The public shuns the square altogether, so the homeless and crazy people have it all to themselves. It should be the premiere urban square in Southern California, with all kinds of activities and people just stopping by to soak in the vibe and the views. I support whatever it takes to get Pershing Square up and running again.

I might be dying on this hill, but while I agree with you the park doesn't work currently (I lived a couple blocks away not long ago), I just wish that they could save some of the distinct elements (ex. the 10 story purple bell tower) even as they re-do the rest of the park around it.

To me it is an iconic part of how I think of Downtown LA and I guarantee in 50 years, people will look back at Post Modernism and this phase of Pershing Square and think it would have been nice to save parts of it (unless we were doing a proper re-do with a true vision of something new... and not just removing walls, and art and color to leave a bland, blank plaza).

We tear everything down so easily here so it doesn't have the benefit of time.

I love post modern architecture as well. I'm a big fan of vaporwave and if anyone knows what all that entails, then Pershing Square with all of it's abstractions and pinks and purples would make anyone happy.

From a realistic and everyday viewpoint however, Pershing Square of today flatly doesn't work. Not unless you're looking to score some fentanyl or other illicits. A bright and shiny Pershing Square would surely be a catalyst for the area around to clean up as well.

Should have a stunning centerpiece in the middle of the park. Something like the Supertree Grove (Singapore's Gardens by The Bay) or The Bean (Chicago's Millenium Park)

Yes we absolutely should except our councilman is inept and they wasted a decade plus tens of millions to do a very basic touch up

Overhaul of Pershing Square, long a ‘concrete jungle’ in downtown L.A., finally breaks ground

Christian Martinez
Los Angeles Times
September 1, 2023

After nearly a decade of planning and development, work finally began this week on a renovation of downtown L.A.’s Pershing Square that will see the plaza transformed from an expanse of mostly concrete into a greener, more accessible park.

The groundbreaking represents the beginning of a three-phase overhaul for the park, which was once a lush, bustling city center but is now used mostly for occasional but popular events.

A design contest held in 2015 — organized by disgraced former City Councilman Jose Huizar — was won by a concept that called for “radical flatness,” which would have leveled out the sloped park. The plan, submitted by a team led by French landscape firm Agence Ter, envisioned opening the park up to the surrounding sidewalks and adding multiple grassy areas and trees.

The current project follows a design by Los Angeles-based Gruen Associates, but many of the elements championed by the French team have been preserved.

In the years since the end of the contest in 2016, a number of logistical and financial details needed to be ironed out before renovation work could begin, leading to the seven-year wait, said John Anderson, project manager for Gruen Associates.

“You had the competition, then you have a ‘What can we do to make that process happen’ and then some basic pricing [discussions] and realizing the price is higher than the budgets,” Anderson said.

But now the project, or at least a portion of it, is going ahead.

Phase 1A, which will cost around $15 million, according to Department of Recreation and Parks documents, will focus on the side of the square along Olive Street. Phase 1B will consist of renovations to edges along 5th and 6th streets.

Phases 2 and 3 will focus on the additional landscaping and the interior of the park.

“The park is … currently a concrete jungle,” Anderson said. “Part of [the plan] is to remove walls to make it more accessible visually and remove some hardscapes, put in some softscapes so we have more grass, more greenery.

“That will help make it much more amenable for the public to be in,” Anderson said.

Pershing Square dates to the 1860s, and old photos of the site show a grassy, tree-filled plaza. In the 1950s, an underground garage was constructed, and many of the square’s trees were uprooted and discarded.

A redesign in 1994 added concrete walls and towers.

Now a long stretch of mostly concrete, which can swelter in the California heat, Pershing Square hosts events such as a winter ice rink and concerts. It is also a popular site for protests and demonstrations.

“The park does have a use in the sense that it does provide a space where they provide events,” Anderson said. “Opening the park to be a larger space actually opens up more opportunities for bigger and greater events to the public. Right now they are limited in space.”

Anderson noted that the redesign will have to grapple with the slopes of the park and with the parking garage underneath.

Plans for the square include adding glass elevators to the parking garage as well as an open staircase.

For parkgoers, that would mean “you’re not walking down a tunnel,” Anderson said.

“They feel like they can be safe and bring their families there,” Anderson said.

De Leon, Huizar, Ridley-Thomas, Martinez, Englander, Price...

LA residents certainly haven't done this city any favors with their electoral judgment. Let's see how this next crop does, but I'm not exactly brimming with optimism.

God, just listen to the vision from the 1994 redesign (that is mostly missing from this lukewarm re-do).

I had no idea Olin (part of the 1994 redesign) was also involved in the redesign of Bryant Park in NYC as well.

https://www.latimes.com/entertainment/ar...pershing-square-20160512-snap-story.html

"A purple carillon tower rises 125 feet above Hill Street, with a big pink globe dangling from its pinnacle. Canary yellow walls embrace an open-air cafe and citrus trees poke up from a rose-colored walkway. A waterfall cascades into a fountain that simulates tidal ebbs and flows."

"“The concept is to make it humane, inviting and, I’d even go to romantic. So people feel very good there and react positively,” said Ricardo Legorreta, the Mexican architect who redesigned the five-acre square, along with the Philadelphia-based Hanna/Olin landscape architecture firm. “I think if the place becomes the pride of the neighborhood, then 80% of the problems will be solved.”"

"Filling the block enclosed by 5th, 6th, Hill and Olive streets, the square will have an open-air cafe run by the adjacent Biltmore Hotel and five other food stands run by the nearby CitiDeli. The firm that operates the Pasadena Playhouse plans to bring concerts and shows, both at workday lunch hours and on weekends, to a palm-lined stage area."

"Legorreta’s signatures at hotel and office projects around the world are thick, brightly colored walls, evoking a Mexican village central plaza. At Pershing Square, the walls are punctuated with very large openings and pink columns that dramatically frame the Downtown skyline. The purple tower, he said, is meant to contrast with the stately Biltmore and the sleek glass office buildings nearby."

Even then there was concerns about the parking garage issue, the lack of connection to the street, the multiple car ramps, etc, but at least that design had vision, I just wish we had something well design for the marquee square in the center of the 2nd largest city in the country.

Does the pershing square parking lot get used very frequently ? as in is it always near capacity ?

Since the parking garage isn't going anywhere, it would be cool if it were instead turned into an underground marketplace with built in shops and etc. I know the construction for that would be CRAZY plus building codes and etc. but I feel would still be pretty cool, plus gives a reason to narrow the parking ramps for pedestrian access instead.

According to Yelp, no. It seems as if there are always plenty of spots and it's very easy to find parking. Some comments mention it being quite eerie that it's so empty. And it's apparently very cheap relative to other parking garages, especially the ones at hotels. The most common complaint by far is the escalators not working.

I guess, if the parking garage is underutilized, and it's not making the city much money, why not just get rid of it all together?

I first parked at the Pershing Square parking lot a few years ago, and have parked there maybe 2 or 3 more times since. It was never full when I used it; in fact I was surprised at how empty it seemed. I will add though, that I've only parked there on weekends. It's actually quite handy, from a driver's POV, of course.

Prime above ground retail space is struggling to stay open and leased in downtown, the city definitely shouldn't be building underground retail.

I agree with other posters that it should just be removed (or at least the ramps and the top level to allow for a flat park). The cost of that is very high, but we need to take dramatic measures to put a spark back into Downtown.

Gotta find room in the budget for it. The city has a lot of needs, and a lot of these ideas like freeway caps, new airport terminals, new metro lines, completely re-doing Pershing Square, etc. are prohibitively expensive and the money has to come from somewhere.

The garage used to fill up sometimes and if it no longer does, it's likely a combination of WFH along with fewer guests at the Biltmore and other nearby hotels. There's also more areas with amenities in DTLA and more parking options than there used to be.

I can't see it ever being an underground market or even a decent park. I can appreciate that others see it as important but it's a lost cause imo unless the parking closes.

50 more makes it a heavy lifter and starts to put it in same breadth as Chicago.

Speaking of underground retail space, is that underground food court under City National Plaza still open? I haven't been down there in years.

520 Mateo and the Weingart Tower from Union Station's platform yesterday at Trainfest (which was an incredible event btw).
