The average varies by area - but a rough number can be found in municipal development charges background studies, where they actually research and find the number so that they can plan for sewage demands, etc. These reports analyze census data to determine it.
In Hamilton, this is found on page 190 of the
study. The average is 1.604 people per unit, so this building would be expected to house around 645 people.
