So our plan for 30 trains in service (15 double trains) in 2019 has degraded to just 8 trains after two weeks of no service at all. Wow! A big confidence builder.

And we know that R1 is degrading the bus network across the city.

How many times have we degraded the bus network since Line 1 was first conceived?

You must have incredibly bad luck. With the line functioning well 90+% of the time over the last few years it would be hard to get hit by multiple shut-downs.

This whole process has been flawed and frustrating but I am reassured that they seem to have a handle on the problem now and have what sounds like a permanent solution to get the trains running at full speed again.

Bogies, bearings and greasing the rails: Solutions for Ottawa's beleaguered LRT

Excess grease found on the axle of one light rail vehicle during a routine inspection caused the latest shutdown of the system, which had lasted nine days as of Wednesday.

In the coming days, Ottawa transit users will know whether the LRT will be running again next week.

The $2.1-billion Confederation Line has been shut down since July 17 after excess grease was found on the axle of one light rail vehicle during a routine inspection. If all goes according to plan, the LRT system should re-open gradually starting on Monday.

Here’s a look at what went wrong, what’s being done to fix it and how long that fix will take.

Q: There have been mentions of bearings, axles and axle assemblies. What’s the real problem?

A: The subject of this investigation is focusing on the axle hub assembly, also known as the “cartridge.”

The hub contains the bearings, the wheel is attached to the hub assembly and the axle shaft is inserted inside the assembly. The wheels are not being replaced as part of this work, and it’s unclear for now whether the axles will have to be replaced, said Richard Holder, the City of Ottawa’s director of engineering services.

Six light rail vehicles that have been inspected have hubs that are above the threshold for measuring the amount of “play” within the hub. Play is necessary in the hub, but, if it reaches a certain threshold, there can be a problem.

Designers are looking to strengthen the bearing assembly by modifying its components, said Nicola Truchon, CEO of the Rideau Transit Group (RTG), which has the contract for maintaining the system.

One problem is that there is little room in the “bogey,” which is the structure underneath the light rail vehicle. The choice of materials and their configuration must be efficient, Truchon said.

Q: How long will it take to fix the problem?

A: Two or three years for full fleet deployment, but that’s only an estimate so far.

The hub assembly is under investigation. There’s a preliminary design and the detailed design phase will take a few months. Then a prototype must be built and there will be a testing phase.

“We’ll be pushing as much as possible to accelerate that schedule as much as possible,” Truchon said, “but we’re not in a position now to commit to a specific timeline.”

Q: What are “restraining rails” and what is being done to adjust them by Monday?

A: Restraining rails are a common design feature of North American railways, said Richard Holder, the city’s director of engineering services. They’re a “passive safety device” used to mitigate the risk of derailment on curves.

Inspections of the LRT track have shown that, although the restraining rail is within the design tolerances of the track, contact has been made between the restraining rail and the light rail vehicle wheels, Holder said.

RTG has started resetting the restraining rails in the whole system to minimize the risk of contact, which will reduce the forces on vehicle wheels. All the restraining rails should be realigned by Sunday.

Q: Why are technical experts talking about lubricating the rails?

A: All trains have lubrication systems, said Enriquez Martinez Asensio, RTG’s general manager. In this case, one is on board the trains and is supplied by the pneumatic system.

One mitigation measure in the current situation would be to use machines with pumps to apply lubricating product to the tracks. As a train passed, it would pick up the lubrication and distribute it along about 300 to 400 metres of track, Asensio said. This additional measure will help the system to function smoothly until there is a permanent fix.

Engineers must determine how much grease needs to go on the rails. Or, as Asensio put it, “the exact amount of product that is necessary to adapt the coefficient of friction to the parameters that we need in this operation.”

Q: What’s the next milestone to getting the trains running again by Monday?

A: On Friday, the city expects to receive an analysis of the hub assembly by the manufacturer, Alstom, in France.

There have also been ongoing updates to draft “safety notes,” which are being prepared by Alstom and RTG. The notes may point to making adjustments to the operation of the system, such as slowing down the train at certain points. As soon as all safety requirements are met, service will be gradually restored.

Q: When the problem components are redesigned and replaced, will there never be another problem?

A: No rail transit system is problem-free, City of Ottawa transit services general manager Renée Amilcar said.

“Everywhere through the world there are problems. But now, in this case, we know we have a specific problem with the bearings,” Amilcar said. “And we’re glad to know we’re working on a long-lasting solution. But we’re aware of the fact the other problems will arise in the future. ”

Q: Is the system a dud in need of a complete do-over?

A: Having rail-based transit in Ottawa is the next step in growing this city, said Ottawa-based Shane Séguin, editor of Rail Fans Canada, a community of enthusiasts who track Canada’s public transit rail systems.

Ottawa’s LRT system has had its fair share of issues since opening in 2019, but, over the course of the past four years, the most noticeable and recurring problems, such as doors, power and control systems, have been resolved, Séguin said.

“In the time since the derailments two years ago, the issues and service interruptions have been few. It’s unfortunate that the current issue of wheel bearings and axle assemblies continues to cause significant disruptions. However, should the proposed axle redesign indeed address it, we will be left with a reliable and dependable system,” Séguin said.

There has been some discussion about scrapping the trains or ripping up the track, Séguin acknowledged, but that would take far longer than two or three years. The fixes may very well leave Ottawa with the system it has long wanted, and it’s in everyone’s best interest to make these vehicles work, he argued.

“The announcement that all the parties are in agreement and moving forward with an axle redesign that can solve these issues is the direction I’m happy we are taking.”

Getting pretty tired of hearing people doubt Pimisi when it proved more than able to handle large crowds at Bluesfest, which attracts far more people than an NHL arena.

And his comments on PSD, most systems don't have them. No system in NA other than a few airport express services and the soon to be opened REM have them. And with the door placement on our trains, we can't anyway.

A local architect is questioning the safety and reliability of Pimisi Station that would transport event-goers to and from a future arena at Lebreton Flats.

Toon Dreessen, former president of the Ontario Architects Association and current president of Architects DCA, told The Sam Laprade Show with guest host Derick Fage on July 24, while Ottawa’s LRT is offline again, more needs to be done to improve our LRT system’s functionality and reliability.


“I’m questioning why Pimisi Station was closed for the majority of users on Canada day,” said Dreeseen. “Was it an overreaction on the part of Canadian Heritage that there could be a security threat, and if so, what does that do for other events that might be staged at Lebreton Flats and does this suggest the station isn’t right for events?”

According to Dreessen, part of the challenge of Ottawa’s LRT is related to the procurement process initiated over a decade ago.

“We set out design parameters and expectations, and we got the system that we have today,” he explained. “It’s engineering design, failures, station design, capacity, frequency and reliability are the direct result of that initial request and design parameters we initiated.”

Residents are suffering with the result of the procurement process, Dreessen pointed out. If the product is a transit system that can handle an event – like Bluesfest – with 30,000 people in one day, we can be confident it can handle a concert of 18,000 to 20,000 people. But, he added, what happens if our city grows and demand changes?

“Let’s say a concert goes into the new hockey arena and the venue seats 18,000 people and you open up the floor (for a concert) and suddenly you have 25,000 people, how is our public going to be served (LRT capacity) if an 18,000 person sold-out hockey game is fine but 25,000 for a concert isn’t?” questioned Dreessen.

In addition to safety and reliability issues for residents, the architect voices concerns about LRT failures – like a car becoming stuck in a tunnel – affecting our reputation on an international stage, where we’ve designed a system that does not support our population.

Other concerns include platform design, he added. “We built a state-of-the-art system without platform edge barriers that you see in other cities, where a barrier at the edge of the platform is interlocked with doors on the train so when the train doors up, this prevents people from falling onto the tracks.”

This addition to the current design would help prevent those suffering with mental health issues from harming themselves, as well as keep stations warmer during the colder months, as platform barriers can be fully enclosed.

“There’s costs associated with doing this (platform barriers) but there’s social and societal benefits to having that kind of change,” explained Dreessen. “I struggle with things when a budget of $2.1 billion dollars becomes a hard cap and we loose the opportunity to make something better by having a better design.”

Ya its a weird thing to be concerned about. It handled 3-4 sold out nights of Bluefest perfectly fine. Plus the arena will be between Bayview and Pimisi so passengers can be split between the two.

They even say it "can handle an event – like Bluesfest – with 30,000 people in one day," but then questions if it can handle a concert with 25,000.

Bluesfest crowds are what broke the LRT this time so whether Pimisi can handle crowds isn't the issue./s

(Although I'm not sure I really mean the /s, except I doubt the Bluesfest crowds are what effed over the LRT this time.)

What happens when LRT trains return to service Monday?

The question still remains whether Ottawa public transit can ever recapture the faith of riders.

Sally Thomas typically uses a combination of OC Transpo and Para Transpo. Ever since the Confederation Line LRT was shut down on July 17, however, she has used only Para Transpo to avoid the crowded conditions on city buses.

“When the LRT shuts down, buses are packed,” she said. “I’m a small person in a wheelchair. People want to get home, and they shove in front of me and get on the bus.”

Pretty soon, the bus gets too full before she can get ever on board. “The bus driver just gives me a funny look and drives away.”

With yet another LRT shutdown causing a ripple effect throughout Ottawa’s entire transit ecosystem, Thomas had no choice but to use Para Transpo, something she tries to avoid when possible.

“Para Transpo is already a mess,” said Thomas, who belongs to ParaParity, a group seeking equity for people who use the shared-ride service open to people with a disability.

If all goes according to plan, she’ll be back on the bus Monday when Ottawa’s LRT system returns with limited service, hopefully alleviating some of the bus overcrowding.

Eight single-car trains will run every seven to eight minutes from Blair Station to Tunney’s Pasture Station on a normal schedule. Typically, it’s 11 double trains. The R1 replacement bus service, with 36 buses running during peak hours, will continue to operate.

With the single-car trains and the parallel bus service, the city can provide the capacity required to meet current customer volumes, said Troy Charter, the City of Ottawa’s director of transit service delivery and rail operations.

But transit users will have to make a choice of whether they will take the rail line or the bus service, he said. “That’s why we’re running both services in parallel: to give customers the option.”
As much as that might be PR spin amid yet another embarrassing LRT debacle, the return of any trains is good news for Thomas, even if it’s still unclear how much pressure will be taken off ordinary bus routes. “Every little bit helps,” she said.

The reason for the reduction in the number of trains is a complicated one. A new inspection regime required to get the trains running again means axles will have to be replaced every 60,000 kilometres, not every 175,000 kilometres, as it was before.

“We will be carefully managing our supply of vehicles to ensure there are enough ready to operate while also meeting the more frequent wheel assembly replacement requirements,” said Renée Amilcar, the city’s general manager of transit services.

“Once we can be assured that there is a sustainable number of vehicles for daily operation, we will assess the possibility of increasing the number of trains in service.”

That means transit calculus is being tallied all over the city.

Laura Shantz lives on Vanier and works downtown. She has a dentist appointment on Monday afternoon, which means she will have an important choice to make. Will she take the LRT or will she get on her bicycle, as she has been doing recently to avoid overcrowded buses?

“The great thing is that I won’t have to travel during rush hour,” said Shantz, who is a board member at Ottawa Transit Riders, a transit advocacy organization. “I’m lucky I have a choice.”

Part of that Monday transit math equation is the number of people who can be moved by the available trains during rush hour. Every light rail vehicle has a capacity of about 300 people. Typically, two coupled trains can carry 600 passengers.

“The system was designed to be operated as either single or double trains. Actually, the service plan called for single trains on weekends and in the late evenings. They just stuck with double trains at all times in the end,” said Shane Séguin, editor of Rail Fans Canada, a community of enthusiasts who track Canada’s public transit rail systems.

Séguin believes it’s a good move to get the service opened back up and take some load off the bus service.

“It might be congested at the busiest points of the peak periods but it will still move much more per single vehicle than buses can accommodate right now,” he said.

“Had they waited until they had enough to run double trains, it would be a longer wait or they would have less on the line at any time. For example, they seem to be proposing an eight-minute frequency. So if they used double trains and only had the same amount of vehicles available, it could go to every 12 or 15 minutes.”

He would rather see half the capacity per train but twice the frequency, instead of high capacity and half the frequency by running four double trains, even if it means more crowding during rush hour.

“People coming from the east to downtown ride for around 18 to 20 minutes at most. And from Tunney’s Pasture in the west, it’s 10 minutes. So it will still provide a quicker ride than the buses ever could.”

The question still remains, however, whether Ottawa public transit can ever recapture the faith of riders. Last month, only weeks before the most recent LRT shutdown, the city’s transit commission heard that ridership is about a quarter of pre-pandemic levels, and O-Train ridership is at 43 per cent of pre-pandemic levels.

“I know a lot of people who now bike or walk everywhere, or who have purchased a vehicle,” said Shantz. “Once people have made that switch, it will be hard to go back.”

Her guess is it will take at least a year of good service for people to believe they can rely on the service. That’s a tall ask considering the service can barely get through a season in recent without a major incident.

Lynda Muckleston was a big fan of the LRT. She has a brain injury, which has left her with balance and dizziness issues and a fear of falling in crowded situations.

The past few weeks have shaken Muckleston’s faith in the system. The weekend before the recent LRT shutdown, she was on a train that stopped for 15 minutes. And with the replacement buses earlier in use this week, she was on her way to a doctor’s appointment when the bus broke down.

“From an accessibility point of view, the LRT is amazing. But unless time shows that it’s running reliably, I won’t use it,” she said.

Muckleston has cancelled plans to go to an afternoon movie with a friend. She’s looking for a job, but without reliable public transit, will only apply to jobs that allow her to work from home. After the pandemic, the transit situation has been isolating and she fears it won’t get any better.

“The impact is on those of us who already have to struggle through the day.”

It’s hard to imagine how it could have been much worse. But Kari Glynes Elliott, one of the founders of Ottawa Transit Riders, points out this all occurred in the summertime.

She’s recently been on buses crammed so full that the driver would sail past waiting riders at bus stops. And yet, she points out, in mere weeks students will return to school and workers will come back from vacation, with many of them looking at transit to get around the city.

“They have a short time to figure out what they’re going to do.”

I am finding that people are looking at this latest Confederation Line shut-down from a very pessimistic view point. How about we turn things around.

Our trains are larger, have heavier motors, and have a bunch of heavy climate insulation, compared to similar European models. Alstom hoped to be able to reuse the wheel-bearing design that had been used, previously, on other vehicles. Time to create the Confederation Line vehicles had been short, so Alstom was trying to make use of as many existing components as practical. Most parts work with the new vehicle; a few do not.

Remember the problem of the insulators on the pantograph? When the line first opened, salt water spray from roads was causing showers of sparks. This made for sensational media content, and, thus, made it high on Alstom’s priority list to fix. The insulators were redesigned to address our specific issue and, over time, every vehicle was retrofitted with the new insulators. Have you heard of any ‘Spark Showers’ since?

It seems that the wheel-bearings have been a problem since day-1. The fact that it takes tens-of-thousands of kilometres before one fails has hidden the problem until now. (i.e., A 14-day test will not reveal a problem like this one.) The entire Wheel Assembly is now being looked at and re-engineered – this time specifically to handle the heavier North American vehicle. There is no reason to believe that this fix won’t be as successful as the new insulators were.

Alstom has good engineers. In the rush to provide the requested vehicles, short-cuts were taken by using existing parts. A few were not up to the task. Those are found by ‘Testing in Service’, and then redesigned. Further issues might still be found, but it is unlikely that they will be because of the new Wheel Assembly design.

I am not an engineer, but to me it should be self evident that a vehicle designed for a relatively light vehicle configuration, relatively low speeds in a relatively temperate climate would require major modifications if the weight, speed and climate variability were to dramatically increase.

Unfortunately, when time is very tight, companies will take chances. (I have even heard of companies shipping empty Computer Monitor boxes so that a shipment can be made ‘on-time’. An apology for the ‘mix-up’ and the real shipment was made a week later – after the monitors were actually ready.)

Remember, Alstom was brought in late to the game. They did their best to create a vehicle that would look as if it could ‘tick all the boxes’. I expect that they knew that they might need to redesign some of the components – but they were hoping that most would work OK.

If, for example, the original wheel-bearings had a 50% safety factor (And I am just pulling that number out of the air. I do not know the actual value.), adding 20% to the vehicles weight still left a 30% safety factor. This might have been seen as a good risk to get the vehicle out and accepted. Indeed, a 30% safety factor might have still worked well, if other factors had not come into play. For instance, the very cold temperatures in Ottawa might also eat into that safety factor. But the designers in France might not have realized just how much of an issue those low temperatures were. (They might not have parked their manual-transmission car outside the Fairfield Inn in Sudbury in the middle of the winter – only to get into it, on rock-hard seats, the next morning and have to use two hands to shift into gear for the first while. Great hotel, by the way, but, man, that place can thicken oil!)

I think that finding all of the contributing elements to the wheel-bearing problem was something that Alstom would have liked to do. However, Mme. Amilcar has pushed the issue up in priority by making it such a media circus. I think that Alstom will simply over-design the Wheel Assembly into a very robust ‘monster’ so that it can take anything thrown at it.

Remember, Alstom was brought in late to the game. They did their best to create a vehicle that would look as if it could ‘tick all the boxes’. I expect that they knew that they might need to redesign some of the components – but they were hoping that most would work OK.

(They might not have parked their manual-transmission car outside the Fairfield Inn in Sudbury in the middle of the winter – only to get into it, on rock-hard seats, the next morning and have to use two hands to shift into gear for the first while. Great hotel, by the way, but, man, that place can thicken oil!)

I think that finding all of the contributing elements to the wheel-bearing problem was something that Alstom would have liked to do. However, Mme. Amilcar has pushed the issue up in priority by making it such a media circus. I think that Alstom will simply over-design the Wheel Assembly into a very robust ‘monster’ so that it can take anything thrown at it.
I think that is a good explanation of Alstom's behaviour, but where was the city and its engineers in all of this?

That was the point of the P3, to wash their hands of it. "it's not us, it's the private partner".

Overall, I agree with Richard. There's no better testing than real life trials. Like any first model year car, they usually have a bunch of issues that have to be ironed out for year 2. As the issues arise, we're finding solutions, and we're getting better trains each time. Hopefully in a couple years, by the time Stage 2 starts rolling out, we'll have good vehicles that are adapted to our needs, however quirky they are (low-floor metro).

The engineers/project managers went back to Toronto, the city didn't hire a engineers to represent them or review what was coming there way, and the in-house rail team was up and running yet. It relied on the principle of P3 to protect them, as any mistake would be RTG to eat.

The city learned from it's mistakes and hired outside review and upped the in-house team for phase 2.

I wouldn't characterize them as "adapted for our needs" more like "hopefully functional." Bulked up trams are still way less useful than the many light metro systems on the market in the 2010s.
