I've got a question about EVO shared cars.

A whole bunch (like 8-10) were getting towed in advance of fireworks night, overstaying their time on Howe Street. Who ends up paying for the ticket and the towing? Is the driver that leaves the car on the hook, or is the city giving EVO a break because of support for car-sharing?
