I factored that in. Judging by Google Maps, Richmond Taxi for instance has a lot for around 84 cars with 19 sitting in the lot. (There are more cars but I figure those are the drivers' personal cars, I'm counting red cars).

EDIT: Black Top cabs has an even bigger fleet to deal with.
