That is very much what London planned to do back in the 70s and early 80s to link Adelaide segments, however the entire Westminster ponds area has been designated an ESA and no chance on it being built in today's age. As well the topography wouldn't be ideal, as djeffery mentioned south of Commissioners it would have a steep climb, as well the backyards behind the houses have a steep hill going down towards the ponds for even a 2 lane road let alone a 4 lane.

But I would make it a natural street, like Springbank with all the trees, or Colonel Talbot at the hill. Take down as few trees as possible, and have the road surrounded by forest.
