"The biggest change, apart from the new metal panel and curtain-wall cladding, is the top of the tower, where a new restaurant bar and lounge is proposed with 'a dramatic cantilevered canopy will provide protection from the elements, conceal mechanical equipment and serve as the architectural crown of the tower'."

Not sure of these DP drawings are the final design, but this generic metal canopy and bland storefront glazing does not to connote an "dramatic architectural crown" to the top of this building
