Actually yes, he has. The planning department at Translink isn’t happy directly because of the design stipulations set by the province.
Economics 101: you can't spend money that isn't there.

So Victoria's stipulations, not Vancouver's.
Have you considered that this is a fiscal issue? It it were Geoff Meggs or Sadhu Johnston pulling the strings, the K.O. panels wouldn't be there, and neither would the connection at Broadway-City Hall. You'd have to get out and cross the street twice like Granville and City Centre.
