There are more reasons but off the top of my head
-POW bridge is in very rough shape, needs tons of money for rehabilitation
-it would explode capacity at Bayview, riders would have to switch on to the confed line which wasn't built for phase 1-2-3+ Gatineau LRT. Keep in mind Bayview is also getting the Trinity complex so it will be a very busy station.
