I believe its 240 not 180 feet for TOD Zoning which may be enough for 19 stories.

In the regulation plan it shows
CMU Zoning (domain towers) 308 Max(CMU Gateway), 180 (CMU)
TOD Zoning (broadmoor) 360 Max (TOD Gateway), 240 (TOD Midway)

I am assuming for TOD that implies 360 if its by a rail station and 240 if its not.
