It doesn't address Surrey's needs as it bypasses Surrey's two largest neighbourhoods. It'd be like having SkyTrain go down Marine Drive in Burnaby and skipping Metrotown and Edmonds. And Surrey and Vancouver are already connected with SkyTrain.
