These upper tier arrangements work for the new arenas where the lower bowl is massive. So do not imaging the saddledome second tier coming in. Rather, with an expanded first tier they are thinking of in the new arena, this "inverted" setup they are talking about would at best result in angles that we already get with a good portion of the second tier.
