Most malls open "officially" at 9-930 on weekdays but there is plenty of activity before then, that can explain the presence of cars in the parking. Cafés and such often open fairly early and some staff arrive before the stores open. Many malls also have office space inside the mall or adjacent to it, using the same parking.
