It's tough to plan for, particularly when you have older neighborhoods that have schools well below capacity like EC downtown.

I do agree but I was looking at Schools like Queen Elizabeth School on Lynch Street, and Birchmount School on Ayer Avenue, they are built in a way that expansion could be done easily with prefab classroom segments. but then you look at Schools Like Mathieu-Martin/Carefour De L'acadie, and Bernice MacNaughton High School (Practically the same floor plan), and you can expand but it takes much more work even the new Moncton High School despite having the land available if they ever wanted to expand instead of adding a new High School for any reason the building itself seems to have been planed in case expansion was needed but the floor plan not so much creating more work, and in turn creating the need for those very crappy portables. portables should only be a temporary solution while a more permanent one is put into play. École Sainte-Bernadette for example they used portables attached to the old building while the new one was being built.
