Yeah I've noticed that too. I think that is done in locations where you have a lot of left-turning traffic that can't get into the turn lane at the start of the cycle (due to heavy traffic in the through lanes), so they let it build up while the main traffic goes through, and then let it through at the end of the cycle.
That's my theory anyway.
