1000 sales per 33,000,000 (Canada Pop) is 1 sale per 33,000 people per month.

Moncton doing 15-20 sales/month would imply they are doing enough sales to cover 500,000-660,000 people. With NB and PEI as the catchment areas, that does seem about right, even roughly accounting for there being less money available in the region.
