My understanding from the community outreach meeting I attended is that the new steam plant would be on the south east corner of 13th and Zuni diagonally across from the site with the large old coal fired generator.

The PUC was deciding if they can burden the entire customer base with the construction of a plant that only serves downtown steam customers. I don't know how or if the decision has come down.

Either way, the existing behemoth north west of 13th and Zuni should be available for reuse or redevelopment and if this area starts to see major development then it would be a great focal point right next to the mentioned future 'steam on the platte' complex.
