The W St Paul mutual aid agreements would probably be with the RM's of E St Paul, Rockwood and Rosser.

For the RM of Springfield the Winnipeg FD only responds to the MPI complex on Plessis RD, and the Border Chemical plant on Gunn Rd. And that is only because those companies pay a yearly retainer fee plus a hefty hourly rate per truck when there is a call out.

People outside of the city have to realize that one if the reasons their taxes are low is that they have a volunteer fire department and response times are not going to be the same.
