DMTower nailed it on the head. What I find so ironic about that is that SLC School District is consistently rated better than most of the districts in the state, especially Jordan District.
Yes all cities have sprawl and will continue to have it to some point. Part of what needs to be changed is the line of thinking that many people have. A good case in point is Holladay Village, it could have been a very successful mixed use development, but many Holladay residents, many of whom will probably never even visit Holladay Village didn't feel that apartments above retail were appropriate for their city because their preconceived notions of apartment dwellers is negative thus all apartments are bad. Elected officials need to look outside of their microcosm of space and evaluate what is best for their city in the long term.
I ran into this with both Planning Commission and City Council in Payson. A developer wanted to build an apartment complex, managed by a very respectable management company, with very well maintained properties in many parts of the Wasatch Front, but all one particular member could think of was the one existing apartment complex in Payson that was low income with bad management, and wouldn't even consider approval of a zone change to allow for the new apartments.
