Be honest. Does anyone actually believe this? I've met ex-drug addict high school dropouts who've figured out that "building more stuff when you're barely using what you've got means something, somewhere has to give."

I think developers just pitch the idea to city council and they approve it because when new things are going up, it makes it seem like they're successful governors trying to fix the city's problems. Never mind all that hollowed-out stuff elsewhere.
