I don't think there is really a way to put a rail underpass or overpass in at the Marion & Archibald intersection.

Apparently there are certain restrictions on surrounding buildings along Archibald and Marion since there's apparently plans for an elevated roadway akin to Disraeli over the industrial area in St B when the population and traffic warrants it, called the Marion Bypass or something.
I am not sure if this has anything to do with an underpass being possible in the context you mentioned since in this case there would just be an entire road bypass.
This was from someone I know who tried building a storage space building at that intersection, and the architect who designed it for him
