I always have thought that Chinatown was part of DT. However, I think LA needs to accept that the freeways will not be capped for a long time.......economic demand isn't there for the land.......except for maybe creating parkland. However, there is no reason why they can't enhance one of the major streets that traverses the freeway.....bldg buildings on either side of the bridge so that there is a continuous flow of retail from one side to the other. That might encourage pedestrian traffic from DT to Union Station and Chinatown and reduce the feeling that DT is physically segmented. I just don't know how that would work from an earthquake perspective.
