Maybe the Economist only looks at cities over 1 million. That would not include us. Unless they are using metro areas.

The EIU sells data to companies for HR and other purposes. They include cities that companies are interested in data from if I recall correctly.

So it is pretty arbitrary. Mostly due to international profile and head offices.
