They won't, will they...And I suppose you would like to force them to? A perfect example of the opposite ideology; people just love being told what to do. And exactly how would you accomplish this? By making life intolerable and inconvenient for everyone who wants to live downtown but also own a car? Good luck with your "vibrant downtown life" if you do that. Force people to walk the streets of downtown with the homeless, and see how quickly your downtown population dissipates.
