I wonder if part of the problem with federal funding is that the province is required to match the federal contributions. The statistics on the amount of money transferred to the city would have been a lot different if Halifax had of gone ahead with the Commonwealth Games (and it sounds like they might have won the international competition to host it). The Federal government had committed $400 million to it. If the provincial government hadn't pulled out and Commonwealth Games had gone ahead then Halifax might have been near the top in federal transfers.
