Don't worry about this being a target, the security around these facilities is amazing. I would worry much more about an "iconic" tower that a terror cell would seek to destroy. Al Qaeda has already shown their preference for symbols of American capitalism and prosperity and these sites are much less hardened than places having to do with national security.
Maybe N. Korea will be able to use it for one of it's long-range missile 'tests' by the time it's complete.
