I believe that the W changed those plans a bit ... an additional mechanical floor was added (between condo and hotel) and floor numbers were increased by 2 (floor 16 was renumbered to floor 18, etc ...). The way it was put to me was that each floor gained 2 in number, but 1 in actual height. Not exactly sure how that impacts the plans, but that should account for some of the discrepency.
