So the city has all of the old parking meters in storage and is looking at the possibility of repainting and reinstalling them in areas of town that have high pedestrian traffic, so pedestrians can lighten their load by donating their pocket change. If implemented, these meters will have some distinguishing feature (e.g. paint job) so they are identifiable to pedestrians. The money collected will then go to local shelters and charities to help alleviate homelessness, and the amount of panhandling on city streets.
