I think it's still a bait and switch.
Developers know that the community's response (whether it's opposed, appealed, etc.) has a lot to do with what the renders look like. So, they make it look pretty for the hearing, and then erect whatever piece of shit they want.
The first render has a dozen trees; the second has a handful of shrubs and some karl forester grass.
The first render has what looks like some sort of patio or amenity spaces along the edge of the sidewalk and lots of glazing; the second is built right to the sidewalk and has long stretches of featureless wall.
From the perspective of anyone living nearby, this is a massive downgrade in what's been promised for the neighbourhood. It's fundamentally dishonest, whether or not the city lets them do it.
