My guess is that they (Council) do know who the tenant is but are probably under instructions not to say what the restaurant is. There may be other franchise contracts that might need signing before all is finalized (Im just guessing at this stage). I guess we’ll know more about it once exterior walls and brand cladding and colours go up, which will likely reveal more information.
